Non-EU Citizens Who Do Not Possess An e-ID Account And Other Special Cases

Non-EU citizens and other students who, for some reason, do not possess an e-ID account and are therefore unable to submit an online application are required to submit a hard copy application which can be downloaded from here​.

Students submitting a hard copy application must re-apply online once their e-ID account is activated. When re-applying, they must include a remark in the online application indicating that a hard copy application has already been submitted.

Please ensure the following when submitting the hard copy application:

  • Use block letters to fill in the form.
  • Both pages of the application must be signed by the applicant.
  • The original form, together with all required documentation, must be submitted to the Students’ Maintenance Grants Unit, Room 235, Ministry for Education, Sport, Youth, Research and Innovation, via the Edu Servizz.gov office, Great Siege Road, Floriana, by 31st December 2025, in order to be eligible for the full entitlement of stipends and grants (if found eligible).

Hard copy application submitted after 31st December of the respective academic year will be considered for Stipends and Grants only from the date of submission of their application.

Compulsory Documents Required from all students:

A recent Jobsplus Employment History which can be downloaded from: https://jobsplus.gov.mt

Even students who have never worked and have no employment records must still download their “empty employment history” from the same website.

 

 Additional Requirements for First-Year Students:

  1. A scanned copy of all pages of the Secondary School-Leaving Certificate and Profil, along with the Certificate Supplement.
  2. Documentary proof of five years of residency in Malta prior to the date of application.

Alternatively, students may visit the Edu Servizz.gov / One Stop Shop at the Ministry for Education, Sport, Youth, Research and Innovation, Great Siege Road, Floriana.

    • Monday to Friday: 9:30 AM – 2:00 PM
    • Wednesday: 9:30 AM – 6:00 PM
    • Saturday: 8:00 AM – 12:00 PM

 

Additional Notes:

  1. The Students’ Maintenance Grants Board reserves the right to request additional documentation as deemed necessary for the assessment of individual cases.
  2. Non-EU citizens may be required to submit additional proof of nationality, beyond the scan of a valid ID card/residence permit (both front and back), and documentary proof of 5-year residency in Malta (for first-year students or first-time applicants).
