Malta Government Undergraduate Scheme (MGUS) 2025 - 2026

High-quality undergraduate education is central to several key objectives: developing a highly skilled workforce, fostering new fields of study and specialisation, and supporting Malta’s economic and social progress. It is also essential for many individuals’ continuing professional development.

The Maltese Government recognises that students may pursue valid learning pathways through degree courses/programmes offered either by foreign higher education institutions or by recognised private higher education institutions in Malta.

The Malta Government Undergraduate Scheme aims to provide more opportunities for students furthering their studies at undergraduate level. This includes qualifications at MQF Level 4, Level 5, and Level 6, both vocational and academic qualifications, as well as Bachelor’s degrees or equivalent qualifications under the Malta Qualifications Framework (MQF).

Through this scheme, the Government is extending financial support available to undergraduate students at the University of Malta, MCAST, and the American University of Malta (AUM)—to students pursuing equivalent studies at other private institutions in Malta or abroad, provided the programme is offered by a recognised institution and is accredited.

Key Objectives

The key objectives of this scheme are to:

  • Encourage greater student participation in undergraduate studies in Malta and abroad;
  • Promote academic and vocational excellence in the private tuition sector;
  • Increase student choice regarding degrees/qualifications and institutions.

Eligibility

To be eligible for this scheme, applicants must:

  • Be registered as full-time students;
  • Be physically present on campus; and
  • Be enrolled in a course of study at one of the following:
    • A licensed private higher education institution or tuition centre in Malta offering recognised undergraduate courses that may lead to an MQF Level 6 qualification; or
    • A foreign higher education institution offering recognised undergraduate qualifications leading to an MQF Level 6 qualification.

 

Note: This scheme excludes students enrolled in Distance Learning (full-time or part-time), Part-Time Courses, and Blended Learning Courses.

Additional Information

As part of the application, students must declare whether they are receiving any other scholarship or maintenance grant from another source or institution. This will affect their eligibility. Students must inform the Students’ Maintenance Grants Board immediately if they are awarded additional funding while receiving a grant under this scheme.
