Supplementary Stipends and Grants

Supplementary Stipends and Grants are an additional financial support measures awarded to students facing proven hardship or humanitarian circumstances.

These are divided into two tiers:

a. Supplementary Stipend Rates

These are credited to students found eligible for a Supplementary Stipend. Payments are made every four weeks, in addition to the standard stipend.

b. The Supplementary Grant
This is a one-time award granted to eligible students studying at MQF Levels 5 or 6, who qualify for the Supplementary entitlement.

Conditions
a) Students applying for Supplementary entitlement by 31st December 2025 will receive stipends and grants retroactively from the beginning of the respective academic year. Those applying after 1st January 2026 will benefit from the date of application.

b) Only students eligible for stipends can be considered for Supplementary Stipends and Grants.

c) All documentation related to the request for Supplementary entitlement must be uploaded through the online application. Due to the sensitive nature of the information, no documents should be sent via email or handed to any officials of the Stipends Office and Servizz.gov EDU.

d) Applications and uploaded documents are subjected to a rigorous vetting process by the Students’ Maintenance Grants Board before an official decision is issued.

e) Students are required to inform the Board immediately of any changes in circumstances that could affect their eligibility, using the “Contact Us” feature in the online application.

f) Late applications for Supplementary entitlement may only be considered if the relevant circumstances occurred after the application closing date.

g) Applications that are incomplete or lack supporting documentation will not be processed.

h) The Students’ Maintenance Grants Board reserves the right to decline applications missing required documentation.

i) No applications will be processed after 30th June 2026.

j) Supplementary entitlement applications, along with updated documentation, must be submitted each academic year.

How to Apply

 Visit https://stipendsandgrants.gov.mt

  1. Log in using your e-ID and password
  2. Access the Stipends and Grants application and proceed to Page 3
  3. Answer “Yes” to the question about Supplementary entitlement
  4. Select the specific circumstance for which you are applying
  5. Optionally, use the textbox to explain your situation
  6. On Page 4, upload all required supporting documents, including those related to your Supplementary claim

Important: Ensure that uploaded documents contain accurate and complete information, as incomplete or incorrect applications may be declined or delayed until clarification is provided.

Means Testing

Eligibility for Supplementary Stipends and Grants is determined using a means test, based on:

  • Total household income for one calendar year
  • Number of household members still in education

Means testing is based on the income of the parent(s) or guardian(s) with whom the student resides.

Current Means Test Thresholds:

These thresholds are in line with Electoral Manifesto Proposal EMP 262“Inwessgħu l-eliġibiltà għall-għajnuna Supplimentari”, supporting eligible students at Post-Secondary, Vocational, or Tertiary levels.

This marks the second revision of Supplementary rates since 2017. The thresholds are adjusted annually in agreement with the Ministry for Social Policy and Children’s Rights.

Additional Notes

  • All Government forms are subject to review by the Better Regulation Unit within OPM.
  • The Students’ Maintenance Grants Board may retain and use personal data for:
    • Determining future eligibility (GDPR Article 6(b))
    • Statistical analysis
  • The Board may also verify documents and information with other authorities.
  • Failure to notify the Board of changes affecting eligibility may result in the full refund of all stipends and grants received.
